The Malta Permanent Residence Programme (MPRP) is a government-backed scheme for non-EU, non-EEA, and non-Swiss nationals. Applicants and their families can gain permanent residence by completing a qualifying property purchase or lease, paying the required government contribution, and making a donation to a registered Maltese NGO. The program offers visa-free travel across the Schengen Area for short stays, high-quality healthcare and education, and a stable Mediterranean lifestyle.

Submit preliminary application with required documents to the Residency Malta Agency.
Pay the administrative fee (€40,000: €10,000 on submission; €30,000 after Letter of Approval in Principle).

Undergo due-diligence checks (criminal record, financial proof, health cover).
Receive approval-in-principle; upon compliance, issuance of the residence certificate and residence cards.

What it takes to qualify.
Qualifying property: purchase valued at €350,000 (or €300,000 in South Malta/Gozo) OR lease of €12,000/year (or €10,000/year in South Malta/Gozo), held for 5 years.
Government contribution: €28,000 (if purchasing) or €58,000 (if leasing).
Administrative fee: €40,000 (non-refundable; €10,000 at submission, €30,000 post-approval in principle).
Donation: €2,000 to a registered Maltese NGO.
Assets ≥ €500,000, including at least €150,000 in financial assets.
Comprehensive health insurance for applicant and family.
Clean criminal record and full due-diligence compliance.
