Vanuatu grants citizenship for a contribution under the Citizenship Act [Cap 112], through the Development Support Programme and the Vanuatu Contribution Programme, with a Capital Investment Immigration Plan and a Real Estate Option Programme alongside them. Citizenship is lifetime and inheritable, dual citizenship is permitted, and there is no residence requirement. Travel access has changed fundamentally: Regulation (EU) 2025/11 permanently revoked the EU visa waiver with effect from 3 February 2025 — the only time this has happened to any country — and the United Kingdom removed visa-free access on 19 July 2023. Both decisions cite this citizenship programme. The passport now reaches roughly 88 destinations.
