The investor tiers live in policy rather than in the implementing decree. The 1963 Landsbesluit contains no investor provisions at all, which means the tiers can be changed administratively.
There is no Curaçaoan citizenship. Naturalisation yields Netherlands nationality, governed Kingdom-wide. That carries EU citizenship — which is the real attraction — but it is a foreign citizenship for Indian purposes and would end Indian citizenship under Section 9(1).
Compliance
The Wealthy Investor permit, introduced 6 September 2014, sets three tiers: XCG 500,000 or more for three years; XCG 750,000 or more for five years; XCG 1,500,000 or more indefinite.
The investment must demonstrably benefit the local economy, and the applicant must show permanent and independently sufficient means of subsistence. Processing takes up to four months.
Statutory basis: Article 6(2) and 6(3) of the Landsverordening Toelating en Uitzetting for permit duration, and Article 20(e) empowering regulations that admit entrepreneurs to promote productive investment.
Naturalisation is handled locally but yields Netherlands nationality under the Rijkswet op het Nederlanderschap, with EU citizenship attached. Dutch renunciation policy then governs.
